Sec. 23-41. Inspections--Authority of police department; revocation or suspension for refusal to permit inspection, display of registration card, etc.


(a) Members of the Frederick Police Department are authorized to make random inspections under the provisions of this chapter. They shall have the right at any time to enter into or upon any taxicab for the purpose of ascertaining whether any of the provisions of this article have been violated.
(b) Permit holders or operators of taxicabs shall stop the same when ordered to do so by any representative of the Frederick Police Department to permit inspection of the vehicle or display to such representative the permit card for a specified taxicab.
(c) Refusal of the permit holder or operator of any taxicab to stop the same when ordered to do so by any member of the Frederick Police Department, or its representative, or to permit the same to enter into or upon the taxicab for the purposes specified in subsections (a) or (b) of this section aforesaid or refusal to display the registration card issued for such taxicab upon demand, shall result in the immediate suspension of the permit for which that vehicle has been specified.
(d) The permit holder of any permit which has been suspended under the provisions of this section shall have ten (10) business days after the suspension to request and have completed the required inspection. Failure to obtain a passing inspection within ten (10) days of the suspension shall result in the forfeiture of the permit for the specified vehicle. (Ord. No. G-04-10, 6-3-04)
