The owner of any taxicab to which the regulations provided in this chapter are applicable, who shall cause or permit, or suffer to be caused or permitted, the violation of any of the provisions of this chapter, or the operation of such taxicab contrary to the requirements of this chapter, shall himself be deemed guilty of a violation of the same as fully as though he were himself operating such taxicab personally at the time. In the case of a corporation, the officer, agent or employee thereof who shall violate or procure aid, or abet any violation of any of this chapter or permit the operation of any taxicab contrary to the requirements thereof shall be deemed personally guilty of a violation thereof.
