Every taxicab permit holder, license holder, or applicant for the same who changes name, home or business address, home or business telephone number, e-mail address, or makes any other substantive change which alters their original application or any document issued by or to the taxicab commission shall be required to notify the taxicab administrative agency of such change, in writing, within forty-eight (48) hours.
