The commission is vested with discretion to refuse to issue a taxicab operator’s license or a taxicab registration to any applicant or revoke a previously issued taxicab operator’s license if, in its opinion, the license should not be granted or should be revoked because of the applicant’s criminal record, accident record, or for any other lawful reason deemed sufficient by them.
