Sec. 23-11. Same--Transfer of taxicab permit.


All taxicab permit holders shall have the right to sell and transfer their permit subject to the following provisions:
(a) The seller shall:
(1) Provide to the taxicab administrative agency a written bill of sale executed between the existing permit holder and the prospective permit holder; and
(2) Return to the taxicab administrative agency the permit or permits subject to the sale.
(b) The purchaser shall:
(1) Make application to the commission under the provisions set forth in sections 23-5 and 23-8 of this chapter;
(2) Pay the City of Frederick through the taxicab administrative agency a taxicab permit transfer fee of five hundred dollars ($500.00) or ten (10) percent of the taxicab permit sales transaction price, whichever is greater;
(3) Appear before the commission if notified in writing to do so.
(c) In the event of a death of a taxicab permit holder unaffiliated with a corporation, the taxicab permit shall automatically be transferable to the heirs and/or assigns of the decedent, as determined through probate.
(d) No transfer is valid, and no permit will issue, until all requirements of this chapter are performed and the commission has granted its consent. (Ord. No. G-04-10, 6-3-04)
