Sec. 22-52.6. Restrictions on drivers of horsedrawn vehicles.


(a) Drivers of all horsedrawn vehicles shall stay within an arm’s reach of the horse’s head when the horse is not tied to a stationary object. The driver of said vehicle must stay within thirty (30) feet of the horse and vehicle when the animal is tied to a stationary object. Horses may only be tied with either a neck strap or a halter over the bridle.
(b) Under no circumstances shall the operation of a horsedrawn vehicle be performed by an individual under the influence of alcohol or illegal drugs.
(c) A driver of any horsedrawn vehicle shall be prohibited from eating or drinking while handling the reins of any such vehicle.
(d) All drivers of horsedrawn vehicles shall be in the driver’s seat and in control of the vehicle before any passengers board said vehicle.
(e) All drivers of horsedrawn vehicles shall remain in the driver’s seat with reins in hand until all passengers have disembarked.
(f) Violation of this section is declared to be a municipal infraction punishable by a fine not to exceed four hundred dollars ($400.00) and/or the suspension or revocation of the horsedrawn vehicle driver’s license. (Ord. No. G-94-74, § 1, 10-6-94)
