(a) This article applies to the commercial operation of all horsedrawn vehicles within the limits and jurisdiction of the city.
(b) The commercial operation of any horsedrawn vehicle within the city shall be expressly prohibited, except by a valid permit, issued and authorized under the provisions of this article.
(c) The commercial operation of any horsedrawn vehicle within the city limits by authority of a valid permit shall be limited to those terms and conditions set forth in this article and as may be further specified in the permit. (Ord. No. G-84-15, § 2, 11-15-84)
