Sec. 22-64. Special events license.


(a) Any promoter, sponsor, group or other person, firm, corporation or legal entity participating in or adjacent to a festival or event as previously defined shall file with the city of Frederick office of special events on forms supplied by it, the information as stated in section 22-61 of this article.
(b) Upon receipt of the application, and any reports or recommendations requested by the coordinator of the city of Frederick office of special events said coordinator shall make a determination within fifteen (15) days whether or not to issue the license for which application has been made. The application shall be approved unless the coordinator of the city of Frederick office of special events determines that the activities proposed to be undertaken would be contrary to law, or are not in accordance with special events rules and guidelines, or that the granting of the license would otherwise be detrimental, or potentially detrimental, to the public health, safety or welfare.
(c) If an application is denied, the coordinator of the city of Frederick office of special events shall set forth the reasons in writing and a copy the decision shall be provided to the applicant. The decision to grant or deny any license under this article shall be final.
(d) Vendors or peddlers, as defined in this article, who do not possess a special events license must maintain a minimum distance of one thousand (1,000) feet from the perimeter of any special event while conducting business.
(e) A person or entity submitting an application under this article may have said application denied by the coordinator of the city of Frederick office of special events if the applicant has had a license previously issued pursuant to this article revoked.
