(a) The city shall pay the balance of the cost of any of the improvements set out in the preceding section through the collection of a special citywide front-foot tax or by an ad valorem tax.
(b) The city shall pay from the tax revenue obtained from taxes enumerated in subsection (a) of this section the cost of installation of:
(1) Street lighting.
(2) Storm sewers, but no property taps.
(3) Grading and paving streets.
(4) Alleys.
(5) Engineering and inspection. (Code 1953, § 18.34)
