(a) Frederick City Police Department, code enforcement officials and City of Frederick park enforcement agents shall be designated enforcement officers with regard to the provisions of section 22-28.1 through 22-28.8
(b) Unless otherwise provided, violation of sections 22-28.1 through 22-28.8 shall constitute a municipal infraction punishable by a fine not to exceed one hundred dollars ($100.00) for each violation. If the defendant is a minor, under the age of eighteen (18), the parent or legal guardian of the minor shall be responsible for the payment of said fine and any court costs imposed.
(c) Non-motorized wheeled vehicles may be impounded by a designated enforcement officer. Upon payment of any fine imposed hereunder the non-motorized wheeled vehicle may be reclaimed by the defendant, by the parent or other legal guardian if the dependent is under the age of eighteen (18).
