(a) All sections of the city code or parts of the city code in conflict with sections 22-28.1 through 22-28.8 herein are hereby repealed, only to the extent necessary to give sections 22-28.1 through 22-28.8 full force and effect.
(b) If any section, sentence, clause, phrase or portion of section 22-28.1 through 22-28.8 is, for any reason, held invalid or unconstitutional by any court of competent jurisdiction, such portion(s) shall be deemed separate, distinct and independent provision and such holding shall not affect the validity of the remaining portions of sections 22-28.1 through 22-28.8.
