(a) Where practicable, every non-motorized wheeled vehicle shall be provided with brakes and a bell, horn or other device for warning and signaling. All persons operating, riding or using a non-motorized wheeled vehicle shall give a signal of approach by sounding a suitable bell or horn if necessary to avoid injury to others.
(b) All persons under the age of sixteen (16) operating, riding or using a non-motorized wheeled vehicle must wear a protective helmet which meets the minimum Maryland State standards of testing and safety inspection. All persons operating or using non-motorized wheeled vehicles at city facilities must adhere to all required safety requirements applicable thereto.
(c) This section shall be enforced by the issuance of a warning that informs the offender of the requirements of this section and provides educational materials about bicycle helmet use. (Ord. No. G-03-22, 12-18-03)
