The use of a cesspool, privy or privy vault as part of a plumbing or drainage system shall be abandoned as soon as possible after a public sewer has been constructed in any street or right-of-way adjoining the premises in question, and such use shall in all cases be abandoned within the time set so to discontinue such use, stated in a notice from the city engineer.
