No person shall deposit in any storm sewer, manhole, inlet or opening of any such sewer, or in any private sewer or sewer pipe connected with any such public sewer, any garbage, offal, dead animals, filth or any substance having a tendency to obstruct the flow of water therein, nor shall any person connect any water closet, urinal or cesspool directly with any storm sewer or private sewer or sewer pipe connected with any storm sewer.
