The owner or lessee of any hall or theatre may, on the payment to the city treasurer of a fee of fifty dollars, obtain a license for such hall or theatre for the period of one year, whereupon the occupants or persons using such hall or theatre shall be exempted, for a period of one year from the date of such license, from the license required by section 18-1.
