The location of all food concessions attached to any outdoor circus, carnival or other mobile body conducting an exhibition under a permit issued pursuant to this article shall be approved by the city health officer or his authorized representative. When dishes are washed, they shall first be placed in hot water with washing powder, passed through a clean hot water rinse and again rinsed with a water treated with a chemical sterilizing agent approved by the city health officer or his authorized representative. All garbage and refuse shall be separated and disposed of according to regulations in effect in the city. (Code 1953, § 14.16.)
