Washrooms and toilet facilities connected with the sanitary sewer shall be installed and maintained in sufficient number, location and design satisfactory to the city health officer or his authorized representative whenever any exhibition is conducted under a permit as provided in this chapter. At least one person shall remain in constant attendance at each of the toilets provided for public use, which toilets shall be kept clean and disinfected. (Code 1953, § 14.15.)
