An adequate supply of pure drinking water shall be provided by the management of any outdoor circus, carnival or other mobile body within easy access to all employees and patrons. The purity of any specific supply of water shall be determined by the city health officer or his authorized representative after bacteriological examinations of such supply shall have been made and a survey of the watershed completed.
