After the expiration date of forty-five (45) days specified in section 17-5, the chief of police shall sell any such personal property not claimed or reduced to the possession of the owner thereof at public sale after having given ten (10) days’ previous notice in writing to the owner, if he can be found, and by advertisement in a newspaper of general circulation in the city.
