Sec. 17-23. Employee rights.


Employees shall have the right to form, join, assist or participate in any employee organization, or to refrain from forming, joining, assisting or participating in any employee organization or its lawful activities, to negotiate collectively through representatives of their own choosing on terms and conditions of employment subject to the limitations stated in this chapter and the administration of grievances arising thereunder, subject to the applicable provisions of any federal or state law, ordinance or chapter provisions relating to the right of self-grievance.
