Sec. 16-6. Registration.


(a) All master plumbers and journeymen plumbers having a Maryland State license or a Baltimore County license or a Washington Suburban Sanitary Commission (WSSC) license, who desire to engage or work in the business of plumbing within the city are required to register with and obtain an identification card from the plumbing inspector.
(b) Master Gas Fitters. Any person or company desiring to perform natural gas work only is required to register with and obtain an identification card from the plumbing inspector. The City of Frederick will recognize the same category license from Baltimore County, Baltimore City, Washington Suburban Sanitation Commission, or other jurisdiction recognized by the State of Maryland.
(1) Registration Compliance Extension. Those persons or companies currently performing natural gas work, but which do not meet the registration requirements of section 16-6(b), may request from the Plumbing Board an extension to no later than October 1, 2000, to meet the registration requirements, provided they demonstrate they are diligently pursuing the registration requirements. Persons or companies granted an extension may continue to perform natural gas work until October 1, 2000.
(c) Propane Gas Fitters. Any person or company desiring to perform propane gas systems and appliance installations only is required to register with and obtain an identification card from the plumbing inspector. The City of Frederick will recognize the same category license from the State of Maryland or other jurisdiction recognized by the State of Maryland.
(1) Registration Compliance Extension. Those persons or companies currently performing propane gas work, but which do not meet the registration requirements of section 16-6(c), may request from the Plumbing Board an extension to no later than October 1, 2000, to meet the registration requirements, provided they demonstrate they are diligently pursuing the registration requirements. Persons or companies granted an extension may continue to perform propane gas work until October 1, 2000.
(d) Every person or company engaged in the installation of hydronic heating equipment in the city is required to register with and obtain an identification card from the Plumbing Inspector one employee or owner who is qualified to install such equipment and who shall supervise all such heating equipment installations. A heat equipment installer will be allowed to reconnect cold water to a heating system. If a tankless coil existing in a furnace requires replacement or if a new furnace has a tankless coil, the heat equipment installer must reconnect the hot and cold water to the new furnace. If an existing furnace and separate hot water heater are to be replaced by a new furnace and tankless coil, the heat equipment installer may disconnect the separate hot water heater and reconnect to the new furnace and tankless coil.
(e) Every person or company engaged in the installation of water conditioning equipment in the city is required to register with (and obtain an identification card from) the Plumbing Inspector one employee or owner who is qualified to install such equipment and who shall supervise all such water conditioning equipment installations.
(f) Registration shall run bi-annually and expire on May 31st of the odd calendar year.
(g) Every applicant for registration by The City of Frederick shall submit a copy of a certificate of insurance, a valid drivers license or other picture ID, and the actual license from the State of Maryland or the other jurisdictions as provided for in this section.
