Sec. 16-4. Board of plumbing--Establishment, qualifications, etc.


(a) The board of plumbing is hereby created and shall consist of a representative of Frederick County Health Department, the city engineer, the director of permits and code management, and the director of public works or his designee, two (2) registered master plumbers appointed by the mayor with the consent of the board of aldermen, and a member of the board of aldermen.
(b) The master plumbers first appointed shall serve for terms of two (2) and three (3) years respectively and those thereafter shall be appointed for terms of three (3) years. To be eligible for appointment to the board, master plumbers must be registered with the city in accordance with the provisions of this chapter and shall have been engaged in the business of plumbing within the city for not less than five (5) years.
(c) Three (3) members of the plumbing board present at a meeting shall constitute a quorum, one of whom must be a master plumber. Meetings shall be held at the call of the chairman.
