Chapter 16 PLUMBING*
Sec. 16-16. Violations and enforcement.
(a) Obligations of owner. It shall be unlawful for any owner,
lessee or agent or other person having any authority or duty in connection with
any building or premises in the city to employ any person or company to perform
work covered by the provisions of this chapter unless licensed as a master
plumber by the state and registered with the city as herein
provided.
(b) Work without a permit.
(1) It shall be unlawful for
any person or company to do any plumbing work before the issuance of the
required permit. It shall be unlawful for any heating equipment installer and
water conditioning equipment installer to do any work before the issuance of the
required permit.
(2) Emergency plumbing is allowed prior to obtaining a
permit provided the permit is applied for the next business day. Plumbing is
limited to boilers, water heaters and emergency repairs.
(c) Registration
required. It shall be unlawful for any person or company to do any plumbing
work or engage in the work of plumbing in the city unless first registered as a
master plumber as hereinafter provided, or unless employed directly under the
immediate supervision of a master plumber who is so
registered.
(d) Compliance with provisions. It shall be unlawful to
cause to be inhabited, to inhabit, to maintain, or to use in any manner
whatsoever, any building, structure or improvement unless in conformance with
the provisions of this chapter.
(e) Penalties.
(1) In addition to
the penalties provided in Chapter 5, Article III of this Code, the city may
discontinue water service to any property which is in violation of the
provisions of this chapter or any regulations adopted pursuant hereto until
compliance herewith and payment is made for any fees established by the city for
the restoration of water service. Prior to discontinuance, the plumbing
inspector shall attempt to locate the owner and/or person(s) in possession of
said property to notify of his intention. Failing to locate such person, the
plumbing inspector shall post a notice conspicuously upon the property advising
of his intention to discontinue water service. (Ord. No. G-85-17 § 1,
