No person shall deposit in that portion of the branch flowing through the southwest portion of the city into Carroll Creek within the city, or in the sewer through which such branch flows into such creek, any human excrement, offal or filth of any kind whatever, or keep any privy so located upon such branch or sewer so that the excrement or filth therefrom shall pass into such branch or sewer.
