Notwithstanding any other penalty imposed pursuant to section 15-45.3 or 15-45.4, the alarm user is guilty of a municipal infraction punishable by a fine of one hundred dollars ($100.00) for each false alarm where the alarm system emits an audible signal that sounds continuously for more than one hour.
