When an inspection test shall have been made by the city engineer or some other person appointed by the board of aldermen, and it is found that any equipment or apparatus coming within the terms of sections 15-29 to 15-32, is being operated in violation thereof, the person responsible for the operation of such equipment shall be notified to discontinue the use of such machine or make additions, repairs or modifications thereto in order that the same may be operated in a manner which complies with such sections. In the event the owner or operator of such machine does not, within ten (10) days after receipt of notice to repair or discontinue the use of such machine, either entirely discontinue the use of such machine, or repair the same so that it complies with the provisions of such sections, such owner shall be deemed to be operating such machine or apparatus in violation of such provisions.
