The city engineer or such other person who shall be appointed by the board of aldermen shall have the right to enter upon any premises, at all reasonable hours, for the purpose of inspecting the installation and working of all apparatus coming within the terms of sections 15-29 to 15-32, and it shall be unlawful for any person to interfere with the city engineer or such other person so appointed in making such inspection or to refuse to permit entrance to the premises for that purpose.
