It is hereby declared to be a nuisance and unlawful for any person making, using, storing or having charge or control of any shavings, excelsior or sawdust to permit the same to escape from the premises on which the same are located, and settle upon the person, residential or personal property of another person. The city engineer is hereby authorized to notify such person that the shavings, excelsior or sawdust are a nuisance to persons in the neighborhood, and that unless such condition is remedied within a period of ten (10) days, such person shall be guilty of a violation of this section.
