Whenever the director of permits and code management or chief of police shall discover or be informed that any of the nuisances set out in this Code or any other ordinance of the city exist within the city, it shall be his duty to make immediate investigation, and if, in his judgment, any such nuisance does exist, he shall forthwith give notice to the party in default to abate such nuisance within such reasonable time as may be prescribed in such notice.
