The parking meter spaces established by this division may be used by those desiring to occupy the same with vehicles, between the hours of 9:00 a.m. and 9:00 p.m., by the payment of the fee hereinafter provided for; provided, that no charge shall be made for using such spaces on Sundays and legal holidays and during hours other than those above specified.
