It shall be unlawful for any person, except persons to whom special parking privileges have been granted or reserved, to place, stand or park any motor vehicle or other conveyance between the hours of 9:00 a.m. and 3:00 p.m. upon any day except Saturday and Sunday next to the first two (2) parking meters east of Record Street on the north side of West Church Street.
