No parking shall be permitted on any of the streets hereinafter named in the city between the hours of 8:00 a.m. and 9:00 a.m. and 2:00 p.m. and 3:00 p.m., except as directed by the director of public safety:
East Second Street: Beginning at a point on the north side of East Second Street from Chapel Alley for a distance of one hundred fifty (150) feet west. (Ord. No. G-70-29, § 1)
