The superintendent of parking may establish restricted areas on such portions of the streets of the city, within which no parking of motor vehicles, animal-drawn vehicles or animals shall be allowed. Every such area shall be designated by painting the curb binding thereon yellow and/or by erecting either a temporary or a permanent official sign which denotes the prohibition.
