Every dwelling and every dwelling unit shall be provided with such receptacles to contain all garbage, rubbish and ashes as may be necessary, and all such receptacles shall at all times be maintained in good order and repair. Receptacles for garbage shall be made of metal, shall be watertight and shall be provided with tight covers. (Code 1953, § 8.26.)
