Chapter 10 SOLID WASTE MANAGEMENT*
ARTICLE II. WASTE COLLECTION AND DISPOSAL
Sec. 10-21. General service restrictions.
(a) Time of collection and removal. All refuse subject to
collection by the city shall be placed out for collection not earlier than 5:00
p.m. on the day preceding the scheduled collection day for such location, nor
later than 12:01 a.m. of the day of scheduled collection. All such containers
shall be removed as soon as possible after collection and, in no instance, shall
they be permitted to remain curbside after 7:00 p.m. on the day of collection.
Violation of this subsection shall constitute a municipal infraction punishable
by a fine not to exceed one hundred dollars ($100.00).
(b) Ashes. Ashes set out for collection shall be completely
cooled (e.g. no live coals) so as not to pose a threat of ignition, and shall be
contained in a separate plastic bag.
(c) Bulk waste. Bulk waste shall not be set out for
collection except in accordance with section 10-23.
(d) Cardboard. Shall be completely collapsed, cut if
necessary, tied in bundles not exceeding fifty (50) pounds, and shall be stacked
in a manner that permits convenient removal.
(e) Construction/demolition waste. Construction/demolition
waste shall not be set out for collection unless it can be placed in a normal
waste container and satisfying waste container weight limitations. All other
construction/demolition waste may be hauled to an approved landfill by the
property owner or the owner’s agent, or may be set out in accordance with
special collection days established by the city.
(f) Dirt. Quantities of dirt larger than one gallon shall not
be placed out for collection. Such material may be hauled to an approved
landfill by the property owner or the owner’s agent.
(g) Fecal waste. Fecal waste, both animal and human, shall
not be placed out for collection and should be flushed down the toilet. Diapers,
cat litter, and other feces-tainted material shall be placed in plastic bags
according to the refuse bag standards stated in this chapter.
(h) Glass. All broken glass shall be marked as such and
wrapped in paper or other material to prevent punching holes in trash bags and
endangering collection personnel.
(i) Sharps. Lancets, hypodermic needles and other sharp
objects shall be placed in metal or hard plastic containers with lids (e.g.
empty laundry detergent bottles) before being placed in a standard waste
container.
(j) Tires. Tires shall not be placed out for collection. They
may be hauled to an approved landfill by the property owner or the owner’s
agent.
(k) White goods. White goods shall not be set out for
collection except during approved special collection days established by the
city. It shall be the property owner’s responsibility to properly remove
any hazardous materials (e.g. refrigerants) from these articles according to
federal and state regulations prior to collection by the city or its
agents.
(l) Violation of this section shall constitute a municipal
infraction punishable by a fine not to exceed two hundred dollars ($200.00).
