It shall be unlawful for any person who is not authorized by the property owner, or his designated representative, to recover, salvage, scavenge or otherwise remove, or cause to be removed, salvaged, scavenged, or removed, any recoverable material, from any bin, dumpster, or other container, including but not limited to residential recycling bins, placed in the city for the collection of any recyclable or recoverable material. Violation of this section is declared to be a municipal infraction punishable by a fine of fifty dollars ($50.00) for the first offense, and a fine of two hundred dollars ($200.00) for any subsequent offense.
