Sec. 6-22. Storage, display, handling and serving of food and drink.


(a) Regulation. All food and drink shall be stored, displayed, handled and served so as to be protected from dust, flies, vermin, depredation and pollution by rodents or other animals, unnecessary handling, droplet infection, overhead leakage and other contamination. No animals shall be kept or allowed in any room or area in which food or drink is prepared, stored or served.
(b) Satisfactory compliance.
(1) All food and drink is stored, prepared and displayed in such manner as to be protected from dust, flies, vermin, depredation by rodents or other animals, unnecessary handling, droplet infection, overhead leakage and condensation, sewage backflow and other contamination. Food or drink shall not be stored, prepared or displayed beneath overhead sewer or drain pipes unless such pipes are protected against leakage or condensation reaching the food or drink as described below for new construction. Food or drink are not stored on floors subject to flooding. The pouring lips of containers holding milk or other beverages shall not be submerged in water for cooling. In newly constructed or remodeled establishments, soil or drain pipes located over food preparation, storage, display or serving areas are undesirable. Where building design requires that soil or drain pipes be located over such areas, the installation shall be made with the least possible number of joints and shall be installed so as to connect to a vertical stack at the nearest wall or vertical building support and the construction shall be performed as follows:
a. All openings through floors over such areas shall be provided with sleeves securely bonded to the floor construction and projecting not less than three-fourths of an inch above the top of the finished floor, with space between sleeve and pipe or duct sealed.
b. Floor and shower drains installed above such areas shall be equipped with integral seepage pans.
c. Plumbing fixtures in rooms located above such areas shall be of the wall-mounted type, except bath tubs. Tubs shall have waste and overflow connections made above the floor and piped to a trap below the floor. All connections through the floor and to the trap shall conform with all other provisions of this regulation. No floor openings, other than a sleeve for the waste pipe, will be permitted for tubs.
d. Drain pipes carrying acid or other corrosive waste products which require acid resistant pipe shall be of thermoplastic material, with joints sealed by solvent cementing or thermal bonding.
e. All other soil or drain pipes shall be galvanized steel or cast iron with screwed joints sealed with litharge and glycerine or copper tube with soldered joints. Cleanouts shall be extended through the floor construction above.
f. All soil and drain pipes located above such areas shall be subjected to a standing water test of not less than twenty-five feet.
g. All piping subject to operation at temperatures that will form condensation on the exterior of the pipe shall be thermally insulated.
h. Where pipes are run in ceiling above such areas, the ceiling shall be of the removable type, or shall be provided with access panels in order to form a ready access for inspection of piping.
(2) All food and drink are handled, displayed and served in such manner as to minimize the opportunities for contamination, Water dispensers are constructed so that no portion thereof comes in contact with the rim or inner surfaces of the glass during filling, and drinking fountains meet ASA Standard Z4.2, 1942 or equal.
(3) All unwrapped or unenclosed food and drink on display are protected by glass or other means from public handling or other contamination, except that approved hand openings for self-service may be permitted on counter fronts. The direct line from the customer’s mouth to the food is intercepted by glass or other partitioning.
(4) No live animals, fowl or birds are kept or allowed in any room or area in which food or drink is prepared, stored or served. Seeing eye dogs used by blind persons will be considered an exception.
