ARTICLE II. ADOPTION OF CODES
Sec. 5-6. Building code--Scope, intent and applicability.
(a) The provisions of the building code apply to the construction,
alteration, movement, enlargement, replacement, repair, equipment, use and
occupancy, location, maintenance, removal and demolition of every building or
structure within the city and to any appurtenances connected or attached to such
buildings or structures, except detached one- and two (2) family dwellings and
multiple attached single-family dwellings (townhouses) not more than three (3)
stories in height with separate means of egress, and their accessory
structures.
(b) The purpose of the building code is to safeguard the public
health, safety and welfare by establishing minimum requirements for structural
strength, means of egress facilities, stability, sanitation, adequate light and
ventilation, energy conservation, and safety to life and property from fire and
other hazards attributed to the built environment.
(c) Wherever different
sections of the building code specify different requirements, the most
restrictive governs. Wherever there is a conflict between a general requirement
and a specific requirement, the specific requirement applies. Wherever there is
a conflict between the building code and a code or standard referenced therein,
the provisions of the building code apply. (Ord. No. G-05-18, § 12,
