No person shall poison any animal other than rodents unless authorized by the local health officer to protect human health. Any person violating this section shall be guilty of a misdemeanor and upon conviction shall be fined not less than fifty dollars ($50.00) nor more than one hundred dollars ($100.00) for each offense.
