Sec. 3-19. Abandonment prohibited; control of animals; humane destruction of a suffering animal.


(a) It shall be a violation of this article for any person to abandon any animal, whether or not the person is the owner.
(b) All owners of animals shall exercise care and control of such animals so as to prevent the same from becoming public nuisances, and an owner of an animal determined to be a public nuisance shall be subject to the penalties of this article.
(c) Any Maryland licensed veterinarian in Frederick County is hereby authorized by the city to immediately humanely destroy or treat a suffering animal without liability if its owner cannot be promptly identified. (Ord. No. G-77-14, § 1, 11-3-77; Ord. No. G-97-54, § 1, 11-20-97)
