The commission shall hold such regular meetings and hearings as are necessary to discharge its duties. Any interested person or representative of an interested person may appear and be heard at any public hearing conducted by the commission. The commission shall keep a record of its proceedings and actions, which shall be on file for public view at the department of planning and community development. Notice of commission meetings and action to be taken shall appear in the newspaper of general circulation in the City of Frederick ten (10) days prior to such meetings. (Ord.
