ARTICLE II. OFFICERS AND EMPLOYEES*
Sec. 2-5. Executive secretary.
There is hereby created the office of executive secretary to the board
of aldermen. The duties of this office shall be to act as liaison officer
between the mayor and board of aldermen and the several department heads of the
city, as well as such other duties as may be directed from time to time by the
board of aldermen. This office shall be a full time position, but its incumbent
may be assigned collateral duties by the mayor and board of aldermen. The
remuneration for the office shall be set by the mayor and board of aldermen. The
position shall be subject to the provisions of the merit system.
The
executive secretary shall keep all the records and papers of the city, and after
each session of the board of aldermen shall receive and record all ordinances
and resolutions passed by them, and publish such of them as the board of
aldermen shall direct to be printed. It shall be his duty to register in a book,
in folio, all appointments of city officers. He shall file in his office, but
not record, all communications from the mayor to the board of aldermen. (Code
