There is hereby established in the city a municipal department to be known as “personnel administration.” Such department shall be composed of a personnel officer and a personnel board and such other administrative assistants as may be necessary from time to time to perform the work of the department. The provisions of sections 126 through 136 and section 138 of the Charter are hereby declared to be in effect in the city. (1961 Supp., §§ 2.38 to 2.50)
