All fees, charges and revenue of whatever kind arising from the official acts of the city engineer or the official acts of any of his assistants or employees of such department shall belong to the city. The director of finance or his designated employees shall collect and receive the same and shall report, at the end of each month, the amount paid, by whom paid and the purpose for which the payment was made.
