All checks issued in payment of salaries and other municipal obligations shall be issued and signed personally or in facsimile by the director of finance and shall be countersigned by the Mayor. In the case of the absence or incapacity of the director of finance, checks shall be issued and signed by the budget manager. In the case of the absence or incapacity of the Mayor, checks shall be countersigned by the president pro tem of the Board of Aldermen. (Acts 1951, ch. 539, § 97; Reso. 3-7-57; Res.
