The contingency fund authorized by section 85 (f) of this Charter shall be under the control of the mayor and the board of aldermen. Money from this fund may be allocated by the mayor to the various offices, departments, or agencies as he deems advisable, or he may authorize its expenditure for public purposes not anticipated at the time of budget adoption.
