Sec. 12. Exemptions.


Any person who, pursuant to article 43, section 703 (a) of the Annotated Code of Maryland, Revised 1957; 1971 Replacement Volume, has submitted a plan for compliance and who has had that plan approved by the secretary of health and mental hygiene, or any person who has submitted such a plan for compliance and whom the Maryland State Department of Health and Mental Hygiene has certified is actively engaged in good faith negotiation of such a plan for compliance shall not be considered to be in violation of this ordinance as long as he acts in accordance with an approved plan for compliance or so long as the said state department certifies active good faith negotiations are being carried on.
