2.1. It shall be the responsibility of the developer to bear all costs of extending of water distribution lines and sewer collection lines, as well as any on-site connections and taps.
2.2. Prior to any construction by the developer, all plans and specifications shall be submitted to and approved by the engineering department of the City of Frederick.
2.3. It shall be the responsibility of the developer to bear the costs for all utilities and improvements, including, but not limited to, streets, curbs, gutters, lights, storm sewers and any other facilities which might be required.
2.4. The developer shall post a guaranty bond or cash in escrow to guarantee to the City of Frederick that he will complete the water distribution lines, sewage collection lines and all other public improvements, and to indemnify the City of Frederick for any damages it may suffer as a result of this construction.
