C. Paul Smith is currently serving his first term as alderman for the City of Frederick. He is an attorney who has operated a general law practice in Maryland since 1978. In 1978 he received a Juris Doctor Degree from the J. Reuben Clark Law School at Brigham Young University. He is admitted to practice law in all state and federal courts in Maryland and before the U. S. Court of Appeals for the Fourth Circuit and the U. S. Supreme Court. He has been active for many years in the Bar Association of Montgomery County, Maryland, including recently chairing the Speakers Bureau and presenting an annual seminar on the U. S. Constitution since 1998.

Mr. Smith and his wife, Terry, have been married 33 years. They have 12 children and nine grandchildren. He has coached many baseball and basketball teams in community programs through the years. Mr. Smith has served as scoutmaster five different times (beginning in 1974) in three different troops (for a total of approximately nine years). He was recently released as scoutmaster of Troop 280 after serving for five years. He has always been actively involved in service in The Church of Jesus Christ of Latter-day Saints where he served as bishop of the Frederick Ward from 1994 - 2000.
