David P. “Kip” Koontz is currently serving his first term as alderman for the City of Frederick. He is a native of Hagerstown, Maryland, and has been a Frederick resident since 1991. Mr. Koontz holds a Bachelor of Arts degree in Political Science and History from Western Maryland College (now known as McDaniel College), and is currently employed as a Senior Account Executive with Adelphia Media Services.
Mr. Koontz is involved in a number of community groups. He is currently President of Frederick Kiwanis, a committee member of Wings Over Frederick, a member of the Frederick County Chamber of Commerce, and a board member of the Frederick County Red Cross. His previous community service includes having been President of the Greater Frederick Advertising Federation, former Commissioner of the Frederick County Human Relations Commission, past President of the Board of Maryland Ensemble Theatre, former Commissioner of the Public Safety Commission, and event organizer for Frederick County Hospice.
He serves as an active member of the Evangelical Lutheran Church. Alderman Koontz resides in Spring Valley with his partner, J.D. Hulse.
